Append-only, never rewritten
Stores every update, correction, and interpretation
Preserves when, how, and why decisions were made
BXR is the source of truth.
If a record can be erased, it is not history.
BUIL does not erase history.
FIXED LAYOUT, REAL HISTORY
All BUIL documents are based on fixed templates.
Layouts do not change.
Only content and time do.
